The survey markers you see everywhere are not eligible/acceptable, the ones on top of mountains and such are. This has always been the case, but people try to manipulate the interpretation to get the generic ones accepted so there are more PokeStops. The rejection criteria states "includes people, body parts, or live animals as the subject matter" (as per the example shown on the rejection page). Can see in the big photo of the sign the very end of the last "e" in Reserve, and that the name is raised one plank higher than the rest of the fence. It's most likely that the sign and name are next to each other. So yes, incorrect location (by about 40m) for the name. If nearby, best to put in an edit to move it.

That's NearMap, which requires a subscription to access. It's great as it allows you to view the map from different angles (north, south, east, west) which is done by alternative photos, plus the best thing is being able to go back on historical imagery and a much higher resolution than Google Maps.

Have seen a couple and they are definitely fake. I know the area too, it's a newly developed area with lots of townhouses. Below are the most recent aerial shots. It does look like there is a gazebo and a potential playground being built in the dirt bit in the middle. Might go have a closer look over the weekend!

It's to show that the @ character is a considered a symbol by Niantic, as such, others (ie. Wayfarers) may see it that way too. Plus with most of the above comments, it adds supporting insight to show that @ is frowned upon in titles - both in a Wayfarer manner and Niantic manner.
