in my country, the rural restaurants/cafe are always bland-looking / "generic looking" so i give an OK grade. i evaluate if it is a rural area by the satelitle view. in my country there isn't any case of "chain-brand cafe like starbucks being the only great thing in the rural area" lol

as long they dont fullfill any of the rejection criteria, yes, they ALL can be nominated. but it is up to the reviewer to decide if the cafe/restaurant fits in the social gather, exploration or exercise. there is no right or wrong.

by knowing about L17 cells (or s2 cells), is abuse. Do you submit things taking account that it is NOT within 20 meters, so you are not wasting a nomination that it will be the same as being rejected? thats abuse.

@Ferrothorn88-ING and @FawwazMD-PGO the gyms are the pokestops with the highest photoscore in the L14 cell. photo score= number of photos + number of ingress likes in the photos the likes need to be 2+ days older. and maybe it is the also to take in account the number of likes in pokemon go sources…

overall, dont be upset if a restaurant doesnt get easily accepted. I find them to be VERY "grey" nominations. There are a multitude of reasons why the reviewers didnt like the nomination.
