I've suspected folks did some protest votes. I've also seen a lot of trash come through, so when you keep seeing trash you keep expecting trash. I've also upgraded nominations in the past day that haven't yet had movement. Yesterday I finally got resolutions to Upgrades used on the 10th/11th, so I presume there's still quite a bit of a queue. You're likely stuck behind @TroIIfarer-ING's 8 million nominations.

Was in contact earlier with one of our esteemed Community Ambassadors -- they assured me that the Community Ambassadors are aware that the 'fix' does not seem to be fixing anything, and they are aggregating as much information as possible on the situation and ensured me they'll be in contact with Niantic on Monday.
