How is is the tool to adjust locations in Wayfarer any better then the one in the submission process? While I'm sure it would have some value for people who just forget to correct the location before hitting submit, I suspect this would mostly get used for abuse avoiding proximity restrictions.

Why would you even need to ask this? The answer is simply: "the wayspot is currently not in the correct location and you are moving it to the correct location." If you read the answer Niantic gave in this very AMA you can see that rule rule about hospitals is intended to cover Wayspots that could interfere with ANY type of hospital operations, not just emergency ones.

We just explained that an object on school grounds is not acceptable. Knowingly resubmitting one (apparently in the hopes that bad reviewers will accept it anyway) is abuse.

Are you submitting the sign or the university? Your submission title and description indicate the sign, but you didn't provide any reason as to why the sign itself would meet the criteria.

It obscures the actual traffic markings on the street. So unless the street is permanently closed those will have to be repainted at some point. (Not to mention the speed at which regular vehicle traffic will wear away at the mural.)

If the reviewers due their job correctly anything with a watermark will be rejected. Turn off your phone's watermark before resubmitting.

Wayspots must be placed at the correct location, not some more convenient location nearby. If the correct location does not have safe pedestrian access then the Wayspot must be removed/not approved, not moved to some incorrect location.
