It seems to me that targeting wayspots to gain benefit in game is covered under the rules of behavior for the abuse ladder. sounds like there's lots of folks taking advantage of a bad situation to do just that. that's far more serious than some grey area wayspots and deserves attention from @NianticAaron

I noticed the Ingress account with the same name was banned several days ago while reporting abusive wayspots in an area it was associated with so i presume it's to do with that. some have speculated in the past what the "29" could be referring to.

They haven't actually explained how we're meant to vote on this subcategory of trail markers in the new system. There's no sensible way to do it. So the line is, "using my best judgement" does this nomination meet at least 1 of the 3 criteria and none of the rejection criteria?

"the ones with just numbers or arrows are not considered good" I sincerely hope the team spends more time on this as it's a stark contrast to previous guidance on trail markers and many wayfarers (ambos included) strongly disagree with this stance.

exactly how early? upgrades weren't a day 1 feature for OPR and agreements earned prior to their introduction didn't count towards upgrades. I think it's more likely that the 10 banked upgrade limit is what happened in your case but I wanted to mention the other possible factor.
