Of course frequency matters. Any given section of street could potentially block EMS though very infrequently, most response calls don't even need hydrants. If it's never going to be used (or once every year or two), it's hardly going to matter if occasionally someone walks by and spins the stop or hacks the portal.

Yes, that's the more common scenario in fact. It's also *no additional barrier beyond the current system* Under this proposal, players would still receive the 7 nominations per 14 days that they currently receive. The only barriers in place are for nominations beyond that rather than just giving them these additional nominations for free.

To me it already is a chore. The last 42 responses I've received for nominations in my home area were upgraded. I have to review to get anything looked at. Why should anyone be able to nominate 1 every single day and do no reviewing?

This doesn't show the full picture though, when looking back through nominations in my home cell (the longest local wait time) that have reached agreement the last fourty-one have all been upgraded before I finally reach one that has finished review without upgrade and that one was submitted in March 2021, a full 6 months…

To be clear, I love the concept but not the overall increase in potential nominations. This effectively doubles the total nomination amount for Pokemon Go players.
