Both are on the fence line of what appears to be private residential property and are therefore invalid. There is also something about the latter one that makes it appear to be photoshopped where the image of the stencil is sharper than the rest of the photosphere. It also seems to shift positions slightly between the the two primary and supporting photographs.
I don't know why they have been removed and I don't think that it is because they don't exist:
Both are stencils, and I don't know if that has changed, but previously stencils were not valid wayspots, otherwise anyone could pick one and start painting them all over their town.
Both seem to be on the outside wall of single family homes, if that's PRP then they are not valid. If those aren't single family homes, provide Niantic some proof or they will reject your appeal if this is the reason of the removal.
They are on signle family house, and that might be reason they were removed, but they also are fake.
Someone added fake photospheres made from old streetview, where he only add fake images on them to get new POI. If you look on streetview of this place (from 2012) and photosphere added in 2021, everything on them will be the same - trees looks the same, the same cars are in the same places, the same people are on both etc. The only difference is that photosphere got photoshoped fake nomination on it. You can see it comparing photosphere and streetview in both locations.
@NianticGiffard and @NianticGray this is perfect example of abuse that some players make to get fake home-POI. I hope you will investigate this case and act accordingly.
As it looks like this person edited they comment to not be punished for they abuse, here is coordinates of these POI he posted before:

@NianticGiffard please don't leave this abuse without punishment, you got enough evidence for sure to find who nominated this and who helped approve these fake POIs.
I noticed that the Gengar in the second photosphere looked too sharp but I couldn't imagine that someone would fake it with an old Streetview image.
The nominator as well as the person that tried to appeal it here both should be punished, but most of the reviewers are innocent and they didn't notice the fake photosphere, so the only problem with them would be the approval of a wayspot on the outside wall of PRP, not a fake nomination.
I was also surprised but now I can understand why some definetly fake nominations can get accepted - if people make fake photosphere that is shown for reviewers right away it's easy for some reviewers to accept nominations like that if they won't go to map view from photopshere.
Maybe you're right that punishing reviewers might be too much, but one of this example looks so fake on photosphere (Gengar one), that most reviewers should be at least a little suspicious about it.
But my first thought was that there definetly was some players from the same area that voted together to get it accepted (another type of abuse), so I had in mind to punish people like that too.
It might be impossible to distinguish abusers that voted on it knowing it's fake from normal reviewers who got caught on this fake photosphere trap, but submitter and person that made this appeal and added fake photosphere should definetly be punished for they actions. They knew what they were doing and they known that's abuse, so I hope @NianticGiffard will look at this thread and find these abusers.
We have reviewed the report and have taken action on the reported Wayspots and the Wayfinders involved in accordance with our policies. While we are unable to discuss our actions in detail to protect the submitter’s privacy, they may include, but are not limited to, sending a warning message, placing restrictions on their Wayfarer, Pokémon GO, or Ingress account, putting their account on probation, or placing a temporary or permanent suspension on their Wayfarer, Pokémon GO or Ingress account. Thanks for helping us maintain the quality of the Wayspots.
