As you can see in the below screenshot the playground area of Hamilton Grove Park that can be seen on satellite and streetview is already represented by the "Hamilton Grove Park" wayspot.
The "Fairfield East round-a-bout" wayspot is an individual piece of play equipment within this playground and should be considered a duplicate of the "Hamilton Grove Park" wayspot. You can see the play equipment that the "Fairfield East round-a-bout" wayspot represents towards the back of the "Hamilton Grove Park" wayspot photo.
If not considered a duplicate then it should be moved to its correct location as you can see in the below screenshot.

Appeal Denied - Thanks for the appeal, Agent. We took another look at the Portal in question and decided that it does not meet our criteria for removal at this time.
When the apparent "Park" is literally of the same playground and one single round-a-bout is part of said playground (circled-in-orange), it is now a contradiction of the remarks above of the apparent abuse case of a bunch of playgrounds in a park.
So does this case means that Niantic permits accompanying a whole section of the park, and then submitting just one section of the playground is permissible? It was not a matter of submitting individual pieces, but a certain "park" portal and a "park playground equipment" is ok?
It seems Niantic now allows playgrounds to be separated in different wayspots per structure.
