Additional information: The POI was a former location of Estonian National Museum (Eesti Rahva Muuseum), but the museum relocated and the rooms are now used by Environmental Board of Estonia (Keskkonnaamet). The new photo and description of the POI has been accepted and the photo has been upvoted in Ingress, but name change appeals keep coming back as not accepted.
On the Environmental Board website under contacts you can see that the location for Tartumaa office is Veski 32, 50409 Tartu (58.377825,26.711207), because of that the POI should be renamed "Keskonnaamet Tartumaa kontor".

So you are telling me that the POI should be called "Eesti Rahva Muuseum" (Estonian National Museum) although the museum moved from that location (Veski 32, Tartu) in 2016 to the other side of town (Muuseumi tee 2, 60532 Tartu)?
And even if now the Environmetal Board is using this building, as clearly stated on their website that they have an office there (see screenshot here), the POI should be still be named "Eesti Rahva Muuseum"?
The community of voters have agreed to the new POI picture, it has been upvoted and they have agreed to the change in description, which also clearly states that Keskkonnaamet (Environmetal Board) is at that location. But still the name does not need adjustments?
The wayspot should either be moved (if no new wayspot exists at the new museum location) or removed. The new occupants of the building don't get to "inherit" the wayspot just because the old occupants were a museum that was judged to meet the acceptance criteria.
