I let the review time expire on this one because I didn't want to be wrong, I'll leave it to people more expert than me to evaluate it.

It doesn't look Photoshopped to me. The photo was probably taken with a high saturation/contrast filter or had one added to it, but that's a minor change and not a deal breaker.
Everything matches the other views and to the best of my knowledge neither street view nor satellite views can be messed with (photospheres can but it's a pain).
In this case the simplistic answer is the best. It's actually there.

It looks like a bad quality foto, but wouldn't call it fake.
No snark, I'm genuinely curious so that I can improve my own submission photos. In what way is it a bad quality photo? And do mean "bad quality" as in bad enough to 1-star or just not great?
I don't think it's a low-quality photo. The composition isn't brilliant and it won't grace the walls of art galleries, but it's definitely in the top 50% of what I see when I review.
If it had been me I would have attempted to frame it from a different angle. It's hard to say without being there but I would take it so that the swingset was closer to the center and both the bridge and the front side of the flower were in the frame in such a way that they would still show up when images were cropped for various games.
(My qualifications: My photos have hung on gallery walls.)
I also don't think it looks Photoshopped... it just looks oversaturated.
Not bad as in I would 1 star it, but bad as in light and angle can definitely be better. Personally I try to imagine how the face foto would look like in any of the games and chose an angle which give it a nice "full" look. And then I chose the day to take a picture when the light is fitting. Mostly weekends, since time is also available during the midday hours.
Thanks for the comments and I apologise if I wasted your time. I simply thought that they looked like 3D rendered objects without a shadow, badly pasted on a real background, and it confused me.
No, it's not a bad quality photo, don't review it as such.

I'm tired of getting that reject reason for photos that are clearly none of the above and that applies here as well.

There is something weird about the photograph for me and your last message helped me spot it-- it's the dichotomy between the blue sky and the lack of shadows. Well, if I scroll around I can see just a little bit of a shadow under the overhang on the building but it's a thin one which suggests that the sun is low on the horizon. My intuition before I saw your comment was that the sun was low and to the left of the photo, and that shadow confirms it for me. I suspect that if we could turn 90 degrees to the left we'd see that it's morning (more likely than evening though I didn't check the map to see what direction we are facing) and that it is overcast so the sun is being diffused. This would soften shadows and also produce the slightly surreal oversaturated look that makes the picture feel weird. Early morning light photos can be beautiful but they are sometimes just weird. The slightly-too-vivid tone of the wood is probably because it's damp from dew.
I just noticed that it's in Piedmont, an area that is known for being wet and foggy.
Yes, the lack of shadows makes it look a little bit strange, but the official street view (not a photosphere) shows that it's there, so 5* and move on (unless private property/school, ...)
No apology needed. It was a fair question. It's been altered for extra brightness/contrast/saturation which makes it look a bit unrealistic, but anybody who would go through the trouble of making 3D renderings and photoshopping them into a background wouldn't forget to add shadows. Trust street and satellite view. If we can't trust those, we might as well give up on the whole wayfarer thing.
I'm not even sure the photo was altered in any way. It seems to be it was taken when the sun was hidden - either by clouds, or it was low enough in the sky to be behind buildings - so there was no direct sunlight that could cast shadows, but still enough reflected light to see the surroundings. So probably either early morning or late afternoon/early evening.
I checked street view after my essay above and it's an early morning photo. I doubt it was altered.
The latest cell phone cameras can produce high quality photos and this nominee may be fortunately to have one of these. I have an iPhone 8+ and my photos can look like that or better. The nominee is a very good photographer avoiding the fence and waiting until the overcast covers and eliminate glare and shadows on a beautiful day.
Sure, the orientation could be tested at different spots such as eliminating what looks like a tacky broomstick and miscellaneous distractions on the building (I always make sure the space is clear of trash and annoying objects like trash cans and my primary object is clean from dirt, spider webs, bird droppings, and leaves).
However, I would still err on the side of caution and rate this 1* or 2* because it really looks like a daycare or preschool with those toddler playsets. It definitely does not look like a city or public park with an attachment to the building, fence, and locked gate.

Too bad that the submission is lost in the system now, who knows how other reviewers are going to evaluate it. I feel bad for not noticing, I was distracted by those 3D-looking objects :(

I reported them to support but nothing good happened. There is no park named Washington Park on the city's website.

@NianticGiffard I discovered this while reviewing and I'm a thousand miles away from it so I can't use in-game options. I tried the abuse form but nothing happened.
... I was surprised to check out the coordinates of that Intel link. Not my elementary school, but I had friends in that area growing up! Hopefully none of them are the culprits.
Looks fine to me, I eouldnt even say its a bad quality photo, remember, we aren't artists or professional photographers, we are normally people with mobile bloody phones, that picture is absolutely fine, at least a 4 star
