I agree with @Az0rth-PGO, they cited the relevant guideline. To be acceptable it should have the trail name on it, and it should be a trail accessible to people on foot (hiking, walking). Niantic is in favor of things like this because they promote exercise/exploration. They just don't want dozens of tiny km/mile marker… -

@garfieldfreakje-PGO We are pushing this as an issue ( the list gets longer 😂) it could be a couple of things - theories Photos with too much green seem to trip it to see it as a natural feature and reject.
