Yes they can. You can make an account on Ingress & Pokémon GO, and then log into this forum and ask Wayfarer questions. I don’t think it should be accessible at level 1, but maybe a few levels before the nomination levels to allow for some extra knowledge. -

The fact that it appears to be a private home is enough of a reason to reject this particular nomination. It doesn't matter that the graffiti is on the outside surface of the security wall and accessible from the sidewalk, the wall and everything on it is still part of the private home.
