Wayspots do not have to be publicly accessible. As long as a group of people has access, the wayspot is legitimate. Even if it is a military base, such wayspots are grandfathered. There's 6 letterboxes, so that should be ok. The front of the building is standing on the sidewalk, so I don't see why it's deemed private property. It's not like the marker is placed in their living room (facade is accessible from the street). And then there's the shop in the building... In any case I see many waystops…
