I know Niantic has been having it out for players in the Netherlands lately and has been removing hundreds of Pokestops because there's a <1% chance they're consequences of "abuse". The only usual Waypoints you get in Residential areas are Play Grounds / Notice Boards / Cute Bicycle Racks/ The odd trail marker (leading away from the residential area on a hobbit adventure!) and perhaps the odd piece of fancy artwork you find these days. As long as they are a real (not fake) trail marker with the name of the trail on it then they should pass the "Is it a named trail marker?" test.
