Reviewers CAN move the pin. Niantic protects details of that process. All they've said lately is that it takes more than one person. Years ago (when they actually talked to us) they said it's an average of suggestions (and everyone's suggestions are not weighed equally), and they won't move it if the move is less than 10m… -
