By itself, more likely does not meet eligibility in the first place unless there is a presented argument to be. As an anchor to a larger place that meets eligibility (a plaza or a community garden for example), lean to accept in the absence of an existing wayspot or other anchors for the POI. It says, "Place it at an entrance OR where there is a visible sign". That seems pretty clear to me a sign is not required as long as you place it along an edge somewhere that could reasonably be considered an entrance. As reviewers, we should accept without a sign if there's other evidence it's actually a park or plaza… -
