i live near this portal and the wayspot and the surrounding area are still completely accessible and secure, the site was closed for just a few hours while the wooden pillars were removed to replace with steel pillars in the coming weeks. POIs do not have to be 100% accessible to 100% of players 100% of the time. Even locations such as public parks without fences have hours of operation during which the interior POIs are (nominally) inaccessible, or they may have seasonal closures that make certain areas completely unreachable. Wayspots never required to be safely accessible by everyone. Something inside a company building, if it can safely be accessible by employees, is fine. It was clarified again in Niantic Wayfarer: November AMA : How does “publicly accessible” apply to locations that have limited access, like members-only clubs, gated… -

As I said on your other post about the other water tower, the fact that only workers can access it still counts as it having safe pedestrian access. There is no requirement for a wayspot to be in a location that's accessible to everyone. How does “publicly accessible” apply to locations that have limited access, like… -
