This seems like a clear cut case of no safe pedestrian access. I have seen things with far safer pedestrian access be removed previously. -

The bridge is mainly for vehicles access. Being closed for traffic only during certain events that allow anyone can walk across the bridge doesn't count as safe pedestrian access. Unless you can show there is any pedestrian passage on that bridge that is available 24/7?
