I agree. If the painting still exists, it should be reinstated. It must be accessible to at least someone, at least for construction workers. If it's a construction site, it cannot have any spot that's inaccessible to anyone, for work safety reasons - every part of the site must be accessible somehow in case of an accident… -

Generally speaking, Wayspots are permitted to be on private property (non single-family) so long as that property is accessible to A community.
