Wayspots are allowed on private business property. They don't have to be accessible to all people all of the time. Anyone working there, or their guests, have safe access to the wayspots, so they're valid. The private property criteria only applies to single family residence. -

That looks like an apartment complex. That won't count as PRP for the sake of Wayfarer. Not all portals have to be accessible to all agents at all times. If they can be safely accessed by some agents, they're acceptable. -

Wayspots do not have to be accessible to everyone all the time. If employees can safely access it on foot (and it looks like they can), it is eligible and will not be removed, unless the property owner asks Niantic.
