Per the guidelines, waypoints are not required to be accessible to everyone. It's not entirely fair, but that's just the way it is. Perhaps you could submit the entrance sign as a stop? -

I highly disagree. Why would a Pokemon Go player have to be a member of ANYTHING other than the game itself to spin a stop? It makes no sense.
