3 months is a season, fairly simple logic, plus its 25% of the year, anything less still would be seasonal to me. As for your road in the park, that's accessible all year if people hike it, so temporary and seasonal wouldnt matter. My point if seasonal would be inaccessible the rest of the time -

Why three months? Where would you draw the line? Why not four, or two, or six months and one day? What is being argued here by many is that "physically removed at different times" is a different case from "not always accessible but still there", and the generally accepted interpretation of "temporary" is only the former.…
