   The island has a mooring point, so boats can safely dock. And if a boat can safely be moored on the island, then any point on the island is accessible to pedestrians. The fact that you need permission to be there is not a factor in determining whether a location has safe pedestrian access.

   This portal has been used over the years by both factions. There is no military full-time stationed in the island, it is probably visited by "legit" humans twice a year for maintenance. What we are trying to do here is prevent players (from any Niantic game) from getting in danger by trying to reach this POI. People have…
