The question is if they are used as trail markers for this cycling route, does it matter if they are car bollards? The name makes sense if you consider how this cycling road was created.

The bollard appears to have nothing engraved on it besides the characters for “名水”. The characters are there simply because it is managed by the “Nagoya Waterworks(名古屋上下水道局)” and Sewerage Bureau; it is neither a marker indicating a cycling path nor a trail marker. It looks like nothing more than an ordinary car stop bollard.

No, this is a car barrier bollard, not a trail marker. Therefore, it should be treated as a street furniture.
