Thank you very much for sharing - hopefully Niantic Staff see this and can see how this appeal rejection is completely inconsistent.
I donāt think that @AMG7070 's accepts make your rejection look wrong. The supporting photos for those accepted ones clearly show the bench is situated by the water feature, and is facing away from the path leading there. The purpose of these benches is to view the water. Your photo shows a bench beside a path, facing the path. The bandstand can be seen in the distance, but is not clearly the reason the bench exists there.
Remember that appeals are meant to be a final decision. I am always pleasantly surprised if one is overturned, and never really expect that to happen. Of course there is going to be a difference of opinion on something as subjective as a view from a bench. Niantic has asked us to let them know if they get an appeal wrong, but I donāt see how this decision could be considered clearly incorrect.
I realize that you are frustrated, but am hoping we have helped with that. You are free to try again, and I hope our honest feedback on how we see this view will help. I know sometimes I am too close to something I want to submit, and donāt realize how it is coming across to others.

My own view on scenic benches is that if you would sit there because of the view, itās a bench-with-a-view
If you would only sit there because itās a bench, itās not a bench-with-a-view.
