I submitted this info sign. It is meant to educate visitors on the key facts of a solar energy park and explains why renewable energy is important. I believe it meets criteria as it inspires exploration. Community rejected it, and the appeal reviewer did too. Where did I go wrong?

Der Solarpark Lustnauer Ohren ist eine Freiflächen-Photovoltaikanlage der Stadtwerke Tübingen. Die 2022 in Betrieb genommene Anlage hat eine maximale Leistung von 1.094 kWp und erzeugt jährlich Strom für rund 257 Vier-Personen-Haushalte.
Support: Das dauerhaft installierte Infoschild erklärt die technischen Daten und die Bedeutung des Solarparks Lustnauer Ohren für die lokale Energiewende. Laut Schild war die Anlage der erste Freiflächen-Solarpark in Tübingen und zum Zeitpunkt der Inbetriebnahme die größte Photovoltaikanlage im Stadtgebiet. Der Wayspot ist vom öffentlichen Weg aus sicher erreichbar und gut sichtbar; der eingezäunte Solarpark selbst muss dafür nicht betreten werden. Das Schild bietet einen klaren Bildungs- und Entdeckungswert zu erneuerbarer Energie vor Ort.

The rejection reason “not permanent and distinct” comes up in three situations:
* reviewers did not think the object is permanent
* reviewers did not think the object is distinct
* reviewers did not think the object meets any criteria (exercise, explore, social) and wanted to explicitly reject it, so reject for not “permanent and distinct” because that is the advice from Niantic
This is failing for the third of these. You are addressing the first two possibilities in your appeal, but probably weren’t aware of the third one.
I probably would have accepted this, because it isn’t just a sign saying “Solar Park here”, but is providing actual genuine information about the solar park.
I had to appeal it again and tried to use your tips, yet Niantic says it doesn’t meet the criteria. Can I improve something or should I just accept that it won’t be a Wayspot?
I don’t like the rejection for “being on a solar park” as that does not make anything ineligible. This is not a military establishment or anything like that.
I thought so too, especially since the sign is not even located within the solar park itself, but is mounted on the outside of the fence. Its purpose is clearly to provide information to the public, so public pedestrian access to the sign is both intended and available.
