You appear to have reported this as an invalid wayspot (which it isn’t), hence why you received a rejection for your removal request. If a wayspot has an invalid photo like this one does, you can use the wayfarer support chat (the speech bubble icon on the help page) to request removal of a specific image. Just be aware that if it is the only image attached to the wayspot, Niantic will usually be reluctant to delete the photo before a valid photo is added to replace the one being deleted. In this case it seems like the wayspot has another photo that’s valid though, so it should be a fairly quick and easy process to get support to remove the bad photo.
