This is the cell that they both are in therefore only 1 will be a pokestop or gym. (Edit: Due to typo as spotted by @LetsRollGirl )

As it is so close it will not be used as a Power Spot either.

There seems to be Allotments (Community Gardens?) to the South East that should be eligible?

A pool South West, if this is a community pool it could be nominated (it does not have to be open to all the public, just not Private (single family).

It is a wayspot. But because of the cell only one will be a pokestop or gym.
