I can’t say exactly why this is not showing in PGO, but in general, I would not have voted to accept this chain restaurant.

Have some location edits been made here? It seems that there are two Pokestops in the L17 S2 cell that is adjacent to the one this is in. Maybe one of those is counting as the Pokestop for this cell and preventing this one from going live.
Niantic does not acknowledge that Pokestops are determined by S2 cells as far as I am aware, and will most likely say there is nothing to be fixed at this location. But I am not staff to confirm there are no issues here.
