The Wayspot in question is “강남한양수자인 아파트 4단지 경로당” located at 37.4769956, 127.1134369.

If this is the wayspot that you are actually asking about, the same issue exists. The coordinates here are 37.476848,127.112836. It is in the same L17 S2 cell as 평상과 벤치 which is a Pokestop.
It is possible that I provided the wrong coordinates for the Wayspot. I will wait for the staff review to verify the correct Wayspot location and determine whether it is excluded from Pokémon GO due to game-specific inclusion rules.

I checked the approved nomination details and found that the Wayspot is “강남한양수자인 아파트 4단지 경로당” located at 자곡동 681, Seoul, South Korea. I have attached a screenshot of the approved Wayspot details for reference.

It appears that you submitted a duplicate, but that reviewers incorrectly accepted your nomination instead of correctly marking it as a duplicate. At some point it seems like this decision was fixed and the photo you submitted (which appears to have already been one of the existing photos on the wayspot) was added to the wayspot, resulting in two of the same image on that wayspot.
Yes, the current location is correct and accurately represents the real-world location of the senior center (경로당).
I was not aware that an existing Wayspot for this location already existed. If this nomination was accepted instead of being marked as a duplicate and later merged into the existing Wayspot, that would explain the situation.
