Hi, welcome to the forum! I am not sure who you are addressing, but regarding the result you got: this is expected considering your own explanation that one location got turned into another. This is what the reviewer called repurposing, and this is indeed going to get rejected.
If this is not what is happening, please share further context and we can collectively brainstorm what the best way to go is.
