I searched through previous posts but couldn’t find an answer to this. If an S2 cell has a power spots but no active stop (these power spots seem to be from the original import done a few years back, and don’t meet the current POGO stop criteria as they are generic businesses), what happens when you submit a new stop that does fit the criteria? Does it go live in the game, or do the existing power spots block it from appearing?

Well, it depends on how close the imported wayspot (the business) is to the new community submitted wayspot. If it is too close, the new wayspot will take priority as a new pokestop and the old one will not show up in POGO anymore, but will still be considered an imported wayspot in the wayfarer map and in game if the new wayspot ever gets removed or moved far enough away. If the new wayspot is far enough away from the old one, the old one will still be eligible as a power spot, and the new one will become a pokestop (granted it satisfies all the other cell rules). Either way, community wayspots take priority over imported ones.
If they are the imports that were only to be used as power spots (unless it is a part of the world where these were promoted to be used as pokestops and gyms) then reviewers will not see them in review, and they will not prevent a pokestop or gym from going live. Would you like to share a specific location you are looking at?
From my experience the answer is no. I had an area with a powerspot in it and the submission I put in was accepted and is now active in the map. It didn’t seem to block it.
Imported power spots DO NOT have anything to do with community submissions.
Thank you for all replies I did check and I was mistaken anyway as power spot is in the cell next it. Also now th stop is live in pogo.
