I believe I have seen this area before. The coordinates in your screenshot take me here.
If you are trying to move this pin in order to make it appear in game, that is abuse.
If you are tying to move this pin in order to make a real world correction, you can go to the help menu on the wayfarer site to do a location edit. They will need evidence that the current pin placement is not where the point of interest actually is in the real world.

I wonder.. Ive got a wayspot approved recently, but I am pretty sure that I dropped the pin in an L17 cell where there already is a gym. Then again, the playground I got approved stretches over 2 different L17 cells. Would it in such a case be abuse if I try to move it?
If it is already on the playground and correct then yes, it would be abuse. Just like @cyndiepooh mentioned above. All depends on where the pin ended up. If it is not on the playground then you may be able to request a move. But if it is correct then I would leave it alone and try to find something else in the open cell.
If you would like to give the co ordinates then we can give a specific answer, but it does sound as though it would be classed as wrong.
I guess I got lucky. I managed to drop the pin pretty much on the border of the cell, but it landed on the right side of the line :).
