I’ve noticed quite a few ‘edit’ reviews (which therefore do not let me vote to reject completely) which are blatant attempts to place a poi near to someone’s house but submitting a photo of a sign or similar feature in a plausible location, but which is actually located miles away.
I feel I should report these otherwise they may be or become live, does this fall under ‘fake nomination’? for falsified title? I’m cautious about using this because the emphasis appears to be on edited photos and the warning that misuse might result in punishment for me.
As a follow up question - what can I do about pois that I know to be in the wrong location but which may already be live?

You can report edits that appear to be for a false location during review.
For existing PoIs that seem fake, you can report them via the wayfarer map by clicking on the PoI. These will be reviewed by niantic staff.
I should also note that “cannot find appropriate location” is also an entirely valid choice on location edits especially where it’s not clear - reporting is only for when it seems clear cut (like these examples) that the PoI is nowhere near any of the pins
With a location edit, the review doesn’t show you which is the current location of the Wayspot. In game location edits are restricted to about 10m. What will often have happened when the two pins are very close together is that the person who submitted the edit will have exceeded the 10m distance, and the pin will have bounced back to where it started without them noticing it moved.
In a case like this where I can find the point of interest on the map at a different spot, I mark the edit review as “unable to find location” and then make a separate request to help chat that the location needs to be corrected. Be sure to have saved the location information before you move on if you choose to take this extra step so that you can find the information needed on the wayfarer map. You will find help chat when you navigate to the help tab on the website where a text box will pop up in the lower right corner.
