Curbside of Property - what is eligible

In Australia, the area between the front fence of a PPR and the curb of the road is owned by the local council.

Submissions such as the below painted murals, are located on the council area outside PPR, however, we are finding that little free libraries, that are also outside a PPR, on the council area, are being rejected by Wayfarer for being PPR, despite them not being on property, but rather out the front.

I understand that in the USA, PPR extends right to the road curb, however this would mean that thousands of submissions in Australia should be ineligible because of the same standards being held.
