As i know, POI turn into a dinamax when there is already a pokestop on same cell, but in this case there are like 1 POI (Dinamax) that is not in the same pokestop cell so i dont really understand how it works. Why there is this POI which is dinamax there when theres no pokestop on that cell

There are two types of powerspot - they work the same in the game but come from different places

Wayspots which were added to already occupied cells can become powerspots
-
Imported powerspots which don’t follow wayspot rules.
If the powerspot has no image, it is imported. If it does have an image, it might still be imported as someone might have later added a photo.
The wayspot doesnt have image. So I can request a Pokestop on that cell?
You can nominate a wayspot for that cell and the existing powerspot will not show up to reviewers. You can even nominate the object that is the powerspot if it is eligible - most imported powerspots are not eligible as wayspots (the ones I see, anyway).

Do be aware that if the Pokestop is within 22m of the Powerspot, the Powerspot will most likely stop being used.
