One method is to use the wayfarer map at Niantic Wayfarer, find the wayspot, select it and then click on Report.
If streetview shows the dog park has gone, then say so. If it doesn’t, you need to have evidence from somewhere else.

You need to provide evidence for removals. Your statement is not sufficient, as anyone can say anything about anything. Streetview, aerial images, websites all help. Without these, it can be difficult to get things removed as Niantic cannot know that it has been removed.
A timestamped set of photos or video would help. I personally would not rely on geotagging, but would take a video that links to something that is definitely visible on streetview, definitely shows the location of the POI and definitely includes something that is current, such as a newspaper (!) or this discussion (for that you need two devices).
If you are there in person, when you submit a report through the game, it will allow you to submit a geo-tagged photo to show what is actually there now. An acknowledgement email will be received on submission, and the answer will come in another email after they review the report.
Another method of reporting would be through help chat you access from the help tab on the wayfarer site. You can also provide the photo evidence there. This is a very easy way to report, but does not generate an email. They reply in the text box. For some people their browser clears the chat history and they never see an answer.
Still another method of reporting would be via the Wayspot Removals" form linked at the top. This method does start an email chain. There is an acknowledgement email that your report has been received that you should not reply to, even if it says something about asking for your credentials. A reply will come from an individual staff member. You can reply if the staff member asks for more information. Again, send proof with your request.
Besides photo evidence, you could look for some kind of announcement about the dog park being removed that you could link as well.
