My friend showed me this screenshot, also I got a request from him to help so here I am, can anything be done at this gym?, He is more concerned about this gym disappearing for good than for his shiny ballon pika somewhere in the void of another universe

Some gyms have opening hours imposed on them if they’re at a location that has opening hours. This is normal behaviour, though admittedly fairly uncommon to see. Your friend should try interacting with the gym whilst the location it’s at is open.
As this is not a wayfarer question and you have an answer, I will close this topic. 
From my understanding what he told me it is a public Gym that is open for everybody 24/7, is this a system bug then or smthn?, He also told me that it’s been more than 4 days like this so there must be a bug?

The way gyms operate and any issues around them is for the Pokémon Go team.
The wayfarer Team create the wayspots…..once selected for a role in a game how they operate there is up to the game team.
Only the Pokémon Go team can help.

We’re constantly making improvements to Pokémon GO, and occasionally, you may notice changes to the PokéStops or Gyms in your community. This is completely normal and intended.
Their Pokémon should now have returned. Please note that they will not be eligible for defender bonus as their Pokémon was not defeated.
