The Google Street View image clearly shows that the Wayspot is located on a private driveway leading to a single-family home (Private Residential Property). It is not on public land.

I would guess that the building either side are SFPRP but they do look large enough to be “Apartments” but I see no evidence (multiple doorbells / letter boxes).
The other argument is whether this is an Official Mural or Graffiti, it doesn’t look completed. Definitely not to standard that people would explore to find it.
The usual advice if you haven’t already done so is to report it through the game or Help Chat if you unable to get to the location. This area is to appeal where you believe the official decisions where incorrect.

Here is another clear perspective. As seen in this photo, the garage is not even directly on the street (Weichselstraße 41) but is located on a private backyard/driveway area. There is no public sidewalk leading directly to the mural. To interact with the Wayspot, players would have to stand on private residential property. This is a clear violation of the PRP criteria.
