Gyms cannot be moved by request. What can happen is the wayspot itself can be removed, and then the rules for creating gyms will get reapplied and the gym will be somewhere else (if you have enough active wayspots). You cannot choose where that will be.
A wayspot can be removed if it meets removal criteria - not existing, on single-family private residential property, not accessible to anyone or absolutely not meeting criteria.
However, if the only issue is that it is not safe to be there due to the behaviour of other people, the wayspot itself does not meet removal criteria. Not every pokestop has to be accessible to all players.

BOM DIA esse ginásio acabou de nascer, não podemos ter um ginásio naquele local, existe uma grande quantidade de roubos naquela área, o tráfego habita lá, então não podemos nos reunir e jogar naquela área do ginásio.
Por favor, coloque o ginásio no outro local, para que possamos jogar, porque nesse local não podemos nem ir na rua, quanto mais ficar jogando, obrigado.

There is no pathway to have a gym demoted. You can report the Wayspot for removal if it is truly unsafe to access. Niantic will need evidence of that.
Otherwise, the standard answer is to play somewhere else. If I can find a link to that I will add it here.
The only exception Niantic makes is if the property owner makes the request using the forum linked at the top of the forum for “Wayspot Removals” which can also be used for modifications:
They may grant a removal request for this Wayspot because this just looks like graffiti.

I hate to ignore a tag, but I don’t have any suggestions for you. The secondary photo shows a sidewalk that looks nice to me and a flag that i didn’t see in the main photo, making this look like nicer street art than I originally thought.
A minha disponibilidade de vir aqui foi porque conheço o local, e outros jogadores também conhecem, não reclamei do grafite e sim do local para ficar bem claro, certo ? não queria um ginásio nessa área parado. Sem acesso, e sem a comunidade se reunir para batalhas de redes e disputas de ginásios. A minha parte eu fiz, para melhorar a jogabilidade de todos que moram por perto e se reúnem. Bom dia! Não estamos falando do grafite, estamos falando do local, acesso não é bom e perigoso. O colega da comunidade está certo, pontuou as coisas certas, queremos jogar em local movimentado e seguro como as próprias diretrizes citam. Mas se você está de longe e está falando que é seguro e bom para jogar, complica as coisas. Gostaríamos de ajuda, propor coisas boas para a comunidade, e um ginásio em local movimentado e seguro seria o certo.
I understand that you do not want a gym at this location. Niantic does not move gyms to a different location for player requests. They may REMOVE wayspots entirely that are reported for reasons that meet removal criteria. My comment about the point of interest for the wayspot, the grafiti, was to aid you in having this wayspot removed if you truly feel it is unsafe.

Echoing the previous posts. The best and possibly only answer, would be to try to have the wayspot removed. The artwork might be deemed inappropriate (graffiti usually is not considered authorized and permanent), a property owner request might have it removed from their property, or (I can’t tell from the pictures), if this wall is part of a single family residential property, or a school, you can submit for removal based on ineligible location.
I do understand concerns you may have. However I am a little unclear as to why this particular gym is an issue.
The yellow circle represents the interaction distance with the gym. As you can see you can interact with that gym whilst at the nearby gym on a different street. So in terms of game play which seems to be primary concern there doesn’t seem to be an issue unless this gym and Pokestops are also very unsafe?
The players near this gym might be ok with the situation. It would be against the rules to try and manipulate the game board to create a gym at a different location for a game advantage.
Having said all that this does appear to be low quality graffiti so may be removed. Looking around that cell there are more watspots tgat appear to be low quality graffiti so perhaps shoukd also be considered for removal .

This is interesting. The disc photo in your screenshot was the secondary photo when I was looking at this earlier.
I think that can happen based on the photo likes? I know I have seen stops switch pictures before… my church usually shows as its belltower but once switched to the sign for one day.
Yes, that is how it works. I think an extra photo was added and liked. So someone likes this location.
In order to remove wayspot you need proof otherwise everyone can just remove anywayspot just by words. I find it hard to believe that just this particular gym area is dangerous. If what you said is true, maybe pokemon go is not the best game for you. But since the wayspot looks like grafitti, you might have better chance removing it.
