The forum is not a place where people can submit new Pokéstops or other content to the games.
If you are level 37 or above in Pokemon GO, you can submit this yourself within the app, best to read the rules beforehand on the Wayfarer Website first though: Niantic Wayfarer
As @kawin240 says, you need to reach level 37 to be able to submit things yourself.
That being said, this stadium is already a wayspot in the database at the coordinates 44.540795, 18.661257. There is nothing else in the Level 17 S2 Cell that it is located in, so it should already be visible in Pokémon Go unless the owners of the stadium requested a geoblock in this location.
