I think a gym should be created where i am, there are 7 pokestops around and there is no gym

I checked the level 14 S2 cell at the coordinates you provided, and can see that it currently contains two gyms, which are “Edifício Chatêau Versalles” and “Papa Capim”. In order to get a third gym, the cell would need to have a combined total of 20 Pokéstops and gyms.
Edit: I just spotted a third gym, which is “Statue in Blue”, so this cell has the maximum amount of gyms.
The papa capim gym doesnt exist anymore, how do i report so it can be deleted, and if the gym gets deleted, would be able to make another gym in the area? or just a random gym spawn
You can report it in game by tapping the gym disc and tap the menus to reach the report button, or do it on the Wayfarer website (map). You can add pictures to the report to prove that it doesn’t exist anymore.
If the cell has still at least 20 Pokéstops, another one will become a gym. If the amount drops below 20, you would need to get something new approved first.
If the area have less than 20wayspot and ald have 3 gym, removing the gym wont make a new gym. Normally with 6 wayspot, you will have 2 gym, this 3rd gym might be special case. If you remove 3rd gym, you need to submit until you have 20wayspot before you can get 3rd gym
The S14 cell has a lot more than 20 active wayspots, so if a gym wayspot gets deleted, another pokestop should get promoted.
@Pushck Which wayspot becomes the gym is effectively random. It could be any pokestop in the L14 cell.
