This is now an inactive wayspot, with Train Playground (1.366031,103.775080) being the active pokestop in this area. The two gyms are to the west. The gameboard looks accurate except for having a surplus pokestop just to the north of this.

Maybe a wayspot was moved and it caused Pokemon Go to recalculate its rules for pokestops and gyms.
