Not sure how to report this specific problem, we have a wayspot that appears as a Pokémon go gym in game (36.054490, -95.794423) it is correctly named / placed, but is somehow broken and not working as intended. First, the gym appears in game but is not recognized by the campfire app at all. Second, the gym does not spawn raids or raid eggs of any kind, not during raid hour, major events, etc. Myself and many others in our local community meet near this gym 2-3 times a week (we usually get 20-30 people each raid hour) and many of us have tried reporting this gym in a variety of ways. Either fixing the gym or just plain getting it removed would be extremely helpful, as it is taking up a gym spot in a very popular lvl 14 cell.

There are generally two possibilities.
One is that the gym is broken and needs fixing by Niantic. The other is that the gym is blocked by a request from the property owner, which usually happens because crowds at the gym cause issues.

Can you demote the gym to a stop or remove it entirely? if it is “someone nearby” does that same person have to request that it be removed? surely allowing one person to hold an entire neighborhood hostage doesn’t make sense. we will be unable to raid in this area and unable to make another gym because this gym is clogging up the S2 cell.
Looking at the map you only have 5 wayspots in the cell which includes the downgraded and the Gym “Broken Arrow Library” so don’t think the downgraded 1 is causing an issue???
While we are not able to fulfill your request to remove or downgrade the Gym at this time, we recognize the disappointment this may have caused and hope you continue to seek out adventures at other PokéStops and Gyms in your surrounding communities.
we have 4 or 5 wayspot nominations currently in voting, if this gym was removed we would only need 2 of those to get accepted, but because this gym is sitting there useless, we now have to nominate and get 15 more wayspots to get another gym.
I hate that Niantic gives the option to turn raids off at a gym. If it is a gym, it should function as a gym. The options should be to downgrade to a Pokestop or remove Wayspots entirely. I am affected by several of these no raid gyms as well.
If you have an idea who made the request, you could try having a civil discussion with them and ask them to amend the request to removal or downgrading. I have seen a gym be downgraded to a pokestop through a property owner request, and then a different pokestop became a gym.
