Its not a rejection (yet).
I do not see the option to use an upgrade that says I have available.
I took screens from Brave Browser and verified in firefox the same lack of an upgrade option.

You cannot apply an upgrade until the nomination is 24 hours old now. Will find the link to the announcement and add it here.
For posterity, i would not use an upgrade on this. This appears to be at the edge of a driveway that is probably a single family home. That makes it ineligible. An upgrade would be a waste.

About 5 houses away is a little library that is a poi in game and the reasoning I thought this nomination would be a slam dunk. Down another street is a home w ( 2 little libraries that are on their private property about where the yelow flowers in this image are) the reading bench that faces them is in the same area as this library and is also a recent poi in game. I guess we’ll see how the voting community votes, fingers crossed.
update: the nomination was declined. I appealed and this morning around 3am, it was reversed and accepted. Around 11am it showed up as a pokestop. Thanks for the help, you know who you are!
