How can I improve my rank? I have evaluated many proposals, but I always remain “impartial.”

The usual advice is to take you time when reviewing. I would switch between Map and Satellite even when it wasn’t needed or use street view again when not needed. This just slowed down the process.
IMO it seemed like the system used this as an indicator that you was considering your answer but an equally valid possibility is that the extra time taken lets you make a better decision.
Always follow the criteria. Don’t think “I have seen similar elsewhere” so I will accept.
When your decision matches the eventual outcome this will increase your level.
Another suggestion I heard was to do the reviews in small batches, this way you can see what effect it is having before you have done 1000 reviews in a days incorrectly and tanked your Rating.
If you have done those reviews recently they may be still going through the system so your rating may improve once the results have been finalised.

I suspect you are being too generous and accepting things that aren’t eligible and which are being rejected by the majority of reviewers. I’m solely going by your accepted/rejected ratio.
