They are probably imported wayspot. They dont follow normal wayfarer criteria. You dont have to do anything to them unless they are problematic like in dangerous place

This means if it’s like the first lot of imports, you can add photos in the usual way (tap the PokéStop, tap the > arrow, then tap the three dots, then Add Photo)
The street corner and bus stop ones don’t accept edits I believe so you can’t add photos there.
