How do we submit Power Spots (Pokemon go)

Hey so my question is self explanatory. How do we submit Power Spots

You can read more below. But basically unused wayspot that doesnt become pokestop/gym might become powespot (community observed that it need to be at least 22m from nearest wayspot in order for it to appear.

it’s really confusing as if you look on the map on NianticWayfarer.com there are POIs that say they are not in game but I know for a fact I’ve battled at them before as Power Spots.

Powerspot rotate between unused wayspot so sometimes it appear/disappear. Basically only 1 wayspot on each cell normally can become pokestop/gym. The rest, unused wayspot, might become powerspot
