How long should one wait to voting and finally accepted?

There is no clear cut answer to your question. It can take anything from a few days to months. Back in the day when Ingress, Pogo and Wayfarer were part of one happy family… When the Global Challenges where stuff of hopes and dreams that only could be found in fairytales, we could end up waiting for anything up to 3 or 4 years. Those days are long gone. Pace up and down, wear out a few carpets or floorboards, and everything will be approved before you know it.

My submits tend to take anywhere from 36 hours to 7 days to get to acceptance. But I’m at the edge of a major metro area in the US, and the more rural ones tend to be the slower ones…. and I have heard of rural players, and those in non-NATO countries other than Japan, saying that theirs take longer.
