How to clarify nomination's uniqueness?

I’ve been trying to nominate this light art installation recently, as it was added as a permanent fixture to a recently finished eye hospital building in Helsinki , and it cycles through various colours with the use of coloured lights, but even the appeal decided it’s too common, which if you live in Finland, know its not.
However I’m not sure how to make it more verbally apparent, so suggestions are welcome.

Do you have the name of artist / creative company responsible? It is always useful information to have when it is some creative.

Also your appeal is not strong. You need to spell out to the appeal reviewer why it does meet the exploration criteria. Be precise. Tackle the reasons it was initially rejected if that was the community.

Turn the focus onto the art - you say a lot about the building but little about the actual art.
If it has an official name use that
If you find the artist include that.
The art is inspired by the eye.
What sort of shapes and colours. Are they all eye shaped?
Anything else you can say to describe the art?
